Open letter to the Nation, Pope Leo XIV, the UN, the OAS and all the nations of the free worldCONGRATULATIONS TO THE NATIONAL ELECTORAL COUNCIL (CNE) FOR ITS HISTORIC RULING AND REDRESS FOR THE BLATANT ‘SOFT COUP’ BEING CARRIED OUT BY ‘PRESIDENT’ PETRO.
1. Sincere and heartfelt thanks to the CNE
Honorable Magistrates of the National Electoral Council: It is with renewed hope that we address you to express our most sincere and heartfelt gratitude for the historic ruling issued on November 27, 2025, which condemns the «Historical Pact» and the «Petro for President 2021 campaign» for a grave, irrefutable, and repeated violation of campaign spending limits.
At a time when many institutions and individuals seemed to have surrendered, or adapted, to the blatant overreach of the ruling executive branch, which could have silenced the voice of justice and oversight bodies, you, Honorable Magistrates, have demonstrated, and with such resolve, that independence and respect for the Constitution and the law remain unwavering.
This ruling is not just another administrative act. This is an act of moral reparation for millions of Colombians who, in 2022, watched helplessly as a cabal openly violated the sacred rules of the democratic process.
Today, thanks to your courage, the legal truth has been established: the parties that brought the current ‘president’ Gustavo Petro to power did so by breaking Article 109 of the Constitution, by cheating. Colombians were lied to; a fraud against democracy was perpetrated, disguised as revolution and change.
With this decision, the National Electoral Council (CNE) upholds its institutional dignity and restores hope to Colombia. They have reminded us that no one, absolutely no one, is above the law.
For defending the integrity of the electoral process, for not yielding to pressure—threats, blackmail, and bribery—for putting the institution above any political calculation, for restoring our faith in our electoral process, we express our eternal gratitude.
We pray to God that this ruling will be the first of many others destined to save the Fatherland! May it mark the beginning of a new era of legal, peaceful, and effective ‘insurgency’ against the abuse of power, and of the reconstruction of that unbreakable wall of integrity that guarantees us the continued existence of freedom and order.
2. Infinite admiration and gratitude to the plaintiff, Dr. José Manuel Abuchaibe
Today, all of Colombia—those who do not surrender and who continue to believe in democracy—is proud of you.
3. Apology to the National Electoral Council (CNE) for the unconstitutional and highly dangerous defiance of President Petro
We conclude these words of gratitude with a final note of apology to the CNE for the clumsy insults, but above all, for the flagrant defiance committed by Mr. Gustavo Petro, who has repeatedly stated: «We do not accept this administrative decision. It is the opposition fining us.»
Today we are deeply concerned. This public, sustained, and open defiance constitutes a very serious threat to the separation of powers, the constitutional order, and genuine democracy in Colombia.
Not only does it violate clear constitutional norms (Articles 4, 109, 113, and 265), but it could also constitute very serious crimes defined in our Penal Code, such as dereliction of duty (Article 414), abuse of authority (Article 416), fraud against administrative resolutions (Article 454), and crimes against democratic participation mechanisms (Articles 455 et seq.).
We regret to see Mr. Petro once again resorting to a soft coup. This time, his aim is to subjugate Colombia’s supreme and autonomous electoral power to prevent his impeachment trial in Congress, given the magnitude of the evidence, from resulting in his removal from office (Article 109 of the Constitution).
We fear that the belated and unfeasible proposal for a Constituent Assembly, which he is now trying to revive, could be used to modify electoral rules and perpetuate his mandate.
One thing is certain: if this grave act of contempt goes unpunished, it will open a Pandora’s box of disobedience and institutional chaos.
Therefore, with the utmost respect, we demand that the Judiciary and Congress, the oversight bodies, and our heroic and humiliated Public Force, in strict and exclusive obedience to the Constitution and the laws, guarantee calm compliance with the rulings of the National Electoral Council and the Legislative and Judicial branches. Only in this way can the rule of law be guaranteed.
4. A call to the international community: do not allow the strangulation of our rule of law.
